Same thing.  I tried and failed this afternoon to establish a baseline by
swapping out my hard drive, installing KDE Neon 'User' edition, enabled
hibernation (https://askubuntu.com/a/1316444), hooked up my two screens via my
USB-c dock, properly arranged them, disconnected from the dock, hibernated,
resumed from hibernate, reconnected the dock.  Screens both properly activated
and were properly arranged.
