My suggestion is to add a setting to the settings app to change that. The setting would be located under 'Startup and Shutdown'. ADDITIONAL INFORMATION Yes, there is a way to change this countdown in a config file: https://www.pclinuxos.com/forum/index.php?topic=153588.0 However, I didn't find any setting in an app with a GUI. Moreover: I changed the default value from 30 to 5 seconds. After the last Plasma update, this value was reset again. If such a feature already exists I request to give it a more prominent place or make it easier to find in the search of the settings app. BTW: I have no idea weather I have placed this request it in the correct tool mailing list or not (I don't think I did, but it was the one that fit best for me).
