Since the Nov 2nd build, when I use the Crop Tool, there is a strange banding
that appears when the tool is in use and being dragged into the canvas/image,
but not when it is adding more canvas, and it disappears when I zoom in or pan
the canvas.

STEPS TO REPRODUCE
1. Activate the Crop Tool on a canvas.
2. Drag the Crop Tool into the canvas to remove the image, not to gain more
canvas.
3. Banding appears when in use and disappears when the user zooms or pans the
canvas.

OBSERVED RESULT
A strange banding appears when in use.

EXPECTED RESULT
No banding should appear and the tool should glide smoothly on the canvas.
