Yeah, that's how this works. At small panel thicknesses, the "scale with panel"
size happens to be identical to the "small" icon size. If you make your panel
thicker, you'll see that the icons get bigger and scale with the panel's
thickness. The point of this setting is to get bigger panel icons for people
who like thick panels.
