On my laptop running Plasma 5.23.90 I am also unable to reproduce the issue. Huh. To answer your question though, I can't seem to get the spectacle process to run in the background. Perhaps in these instances, for whatever reason it was, but I am unable to check now. Occasionally I've had other issues that might be related to spectacle running in the background: When attempting to take a regional screenshot, occasionally on my laptop it would remember the previous region, but this has resolved itself since yesterday it appears.
