SUMMARY
When moving cursor over panel on the components that contains pop-up, instead
of immediately showing pop-up, it shows 1-4 extra frames. The first contains
scrollbar. And other frames is a random resize animation.
STEPS TO REPRODUCE
1. Disable Desktop Effects -> Morphing popups
