SUMMARY
I want to be able to set my notification to appear on my left monitor instead
of my right monitor which has my system tray widget, since my right is my
primary it will usually be the one to have full screen content on it and rather
than have the notification appear on top of of the content it can appear on the
other monitor and be visible without being annoying

to generate a test notification:
$ kdialog --passivepopup 'hello world' 5 --title Hi --icon
dialog-information.svg

STEPS TO REPRODUCE
1. Have 2 monitors
2. Want to make passive notification appear a monitor that does not have a
system tray widget present
3. Attempt to do so

OBSERVED RESULT
No way to choose what monitor/display the notification appears on

EXPECTED RESULT
i can make the notification appear on what ever display i want in any location
i choose
