I can also reproduce the problem in Neon , no snaps or flatpaks installed.
The issue first appeared to me in Neon 5.23.1 , when tried to update to 5.23.2
As a workaround I removed snap and flatpak backends, working fine.
I wonder why these sources simply cannot be disabled by untick , is it so much
programing work ?
Reinstalled backends, same issue.
Disabled only flathub.org , fetching updates is working properly and not
stucked.
It's surely flatpak related.
