Short summary:

Request for adaptive blur in panels (like the adaptive transparency implemented
in https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/97, except for
blur) with configurable blur strengths (e.g. When no windows are maximized, set
blur to 50%, then when a window is maximized, dynamically transition to 75%
blur) for each individual panel.

Dynamic-adaptive blur in the taskbar
SUMMARY

Hello, I was told that you can post suggestions on how to improve the
appearance here.
Could you add the ability to adaptively blur the panel, so that it can change,
depending on the state of the applications in use?

For example, in the panel settings, there would be two parameters for panel
blurring values. The first parameter, let's call it "A", would be for the first
state, and the second, "B", for the second one.

When no application is open at full screen, the blurring of the panel will be
set to "A".
When any application is deployed to full screen, the panel blur is set to "B".

Consequently, if the values of "A" and "B" are the same, there will be no
adaptive blurring. If the values are different, then the panel blur will
adaptively change from "A" to "B".

It is important that this function can be set for each panel individually, then
there will be more flexibility in customizing the individual appearance.

This way you can set different degrees of blur for different states, resulting
in a nice overall design and added dynamics.

STEPS TO REPRODUCE
1. the window will be maximized to the full screen.

THE RESULT
Does not change the blur of the panel

EXPECTED RESULT
The panel will be blurred. Adaptive. You can specify the degree of blur for
each state in the panel's settings.
