SUMMARY
Key combinations [LCtrl]-[Alt]-FN {N = (2..9)} do not switch to login prompt on
ttyN

STEPS TO REPRODUCE
1. Start KDE Neon.
2. Before or after GUI login with sddm greeter, press [LCtrl]-[Alt]-FN
(N=2..9).
3. Screen goes black, after ~10s the monitor reports "no signal".
4. press [LCtrl]-[Alt]-F1 - greeter or GUI is re-displayed.

OBSERVED RESULT
Exactly the same behaviour is shown if I issue this command in konsole:
jonathan@Odin:~$ sudo chvt 2
There is no error output from chvt in konsole.

EXPECTED RESULT
A login prompt for ttyN should be displayed: this *is* what happens when I boot
into the live image from which I installed neon 5.20 User Edition a few days
ago, so I conclude that it is not a keyboard issue.

-There is nothing relevant in var/log/syslog, unless perhaps this is:
Nov  9 10:41:45 Odin systemd[1]: Condition check resulted in getty on tty2-tty6
if dbus and logind are not available being skipped.

-All the tty console device files are present:
