Plasma doesn't use the notification system for the startup/login sound, but
rather plays the configured sound file directly via Phonon.
So this is somewhat intentional.
I think the reason why it was done this way was that using knotifications
caused hangs or other problems on login due to race conditions in the startup
procedure.
