Oddly enough, I've had the opposite experience. I had been frustrated with this bug, but I picked a work-around (created a script which resets my KDE environment as I want). It bothered me, however... until one day, probably 3 years ago, and likely during an upgrade (or after a reinstall?), it just stopped effecting me. I keep tracking this bug just because I'm hoping to see resolution to it... but I haven't seen this behavior in a long long time. I still have the script around, and occasionally use it when the random KWIN or Plasma bug cause me fits. But I am pretty certain this bug hasn't effected me since 18.04 or before. So sorry you moved away. I've tried standard Ubuntu and other distros over the past few years, but it's the little things that keep me coming back. Hope y'all are happy, and fulfilled on your desktop of choice. I'm still kickin KDE on everything I can. Not bug-free (nothing is), but worth the effort.
