The reason why it hasn't been fixed, ultimately, is that it's just not that significant of a bug, I'm sorry to say. Why do I classify it as such? Because it's a cosmetic issue with a known workaround that only affects people who switch resolutions a lot--principally people who play very old video games, or modern games on severely underpowered hardware. It's annoying, and it has a lot of duplicate bug reports. True! And those are reasons to fix it. Definitely. But, it's a mere annoyance and there's a workaround. The bug doesn't delete your files. It doesn't block login. It doesn't cause any apps to crash. It doesn't render any features unusable. And it doesn't effect everyone, just people who play certain video games (I'm simplifying). So hopefully that provides some context, from my perspective as a bug triager, for probably why it hasn't been fixed yet. I get that it's important to people who *are* affected. The desktop should not be annoying. Totally. I'm sure it will be fixed eventually.
