Hi,
I don't think that this is a bug in Krita; problems like this are always
problems with settings going wrong...
Can you try to reset Krita's settings
(https://docs.krita.org/en/KritaFAQ.html#resetting-krita-configuration) and the
wacom driver settings?
Can you try switching between wintab and windows 8 pointer in Krita's settings?
Does the tablet tester utility
(https://docs.krita.org/en/reference_manual/preferences/tablet_settings.html#tablet-tester)
show the same problem?
