I am definitely in the same boat. I know enough, but not as much needed to port KLocale to KF5. Further, it also relies on downstream KDE Apps to make use of the new KLocale5 (or whatever you're going to call it) instead of QLocale (after years of kapp owners being told to use QLocale). Interestingly enough, I also found this email from 2011 on removing KLocale.
