Because the user may just simply forget that they've only got one window open
at a given time. Having multiple windows open is so common that mousing into
the corner becomes an habitual response. 

This is especially likely if I've been opening and closing a lot of windows in
the course of working, and frequently invoking PW to navigate. I don't scan the
taskbar prior to mousing into the corner every time, because that's usually
redundant.

As for visual indicators in the taskbar, when using Icons Only Task Manager and
pinned programs, the visual cue that there are multiple windows open is poor,
especially with some color schemes. That's mostly a separate discussion,
though.
