It's rather simple but try it if it's your case. System Settings -> Window management -> Window Rules You just need a rule that applies to "Panel" and forces it to screen 1 (or whatever your prefer). If only there was a way of differentiating panels!! You could force your panels in the screen you wanted, but I haven't found so yet.
