I also see this (Kubuntu 16.04, 64 bit). Example: select the "Systems and
Settings" category. The icon for "Synaptic Package Manager" is shown in the
first row of displayed applications.

Despite it clearly being present, it cannot be found by name. In the search
box, type "package" - zero results. Type "Synaptic" - zero results. Type "Syn"
- zero results.

Curiously, if you type "Sy", I get four results, BCache Monitor,
plasma5-applets-system-panel, bumblebee-indicator and Lackadaisy. This last one
is not even in the selected category.
