--- Comment #2 from a.c.de...@hotmail.com --- This bug will be hard to reproduce. After fiddling with different themes I somehow managed to get Plasma to use the contents of that svgz file. I could try and see if I change the contents of that file, if it will update. You're most likely correct that the icons are part of a Theme, not sure now whether it was Breeze or Arquetype (nowadays it is denoted as Arquetype Classic it seems).
