I therefore opted to reset the panel to the default, and start over. ls ~/.config/plasma-org.kde.plasma.desktop-appletsrc sudo mv ~/.config/plasma-org.kde.plasma.desktop-appletsrc ~/.config/plasma-org.kde.plasma.desktop-appletsrc-old (reboot) The reason for checking the directory first was that I had been reading some instructions on the web about how to reset the panel that were directing to move or delete a .kde directory, but that seems to be for KDE4, not KDE5 Plasma. This may or may not work around the whole Glitch in panel UI issue.
