This is a VERY strongly desired feature by a large number of our users (myself
included).

I think we need to acknowledge the technical challenge of preventing app
freezes and lock-ups, while also acknowledging the genuine need for this
feature, particularly when one is using non-KDE software for any of the
following use cases:
- Streaming large videos located on a remote location
- Intensively editing files located on a remote location
- The big kahuna: intensively editing large video files located on a remote
location

What can we do to make this happen and still provide an adequately performant
and responsive experience? This may be a case where we can learn something from
GNOME, since they do this and frozen apps doesn't seem to be a common complaint
among their users the way not having this features is for ours.
