Boom, got it working with the qtspeech5-flite-plugin package in Ubuntu. Updated
https://bugs.launchpad.net/ubuntu/+source/okular/+bug/1717131
So this is a distro problem. Until and unless your distro resolves the issue
for you, you can re-compile Okular with libqt5texttospeech5 and install
qtspeech5-flite-plugin and it should work.
