I'll file a bug on that: https://bugs.launchpad.net/ubuntu/+source/okular/+bug/1717131 That said, when I compile git master with libqt5texttospeech5-dev and launch Okular with a PDF, the feature is available, but neither "Speak Whole Document" nor "Speak Current Page" result in any sound.
