I'm using nvidia, where this was working for me prior on amd with oss drivers (finally), now have been seeing this again. Turning off my displays causes a disconnect, which jumbles my desktop and breaks all sorts of things (including kde eventually) because it can't track what display is what. I don't ever see xrandr or the os ever misreport the placement, but changing the "primary" display is random if/when it works to adjust, and it's never accurate for where it should actually be. For instance: mine is DP-0, DP-2, and DP-4, left to right. I set the primary display as DP-2, and often it ends up on DP-0, regardless what I set it to. If I power off displays and back on, it'll often jump to DP-4. This seems a pervasive symptom and problem throughout any plasma/kwin multi-monitor display tracking functions that it can't maintain state to a given display. I, and apparently still lots of others beg to differ this is fixed, at least not consistently or sanely.
