Mouse wheel ignores scroll every 3 or 4 clicks in Firefox when scroll speed is
set to lowest 4 levels
STEPS TO REPRODUCE
1. Go to Firefox
2. Use mousewheel
3. Every 3 or 4 clicks is ignored
OBSERVED RESULT
Only happens when scroll speed is set to one of lowest 4 levels in kde system
settings.
High resolution scroll is not problem because it consistently logs clean 120 in
libinput recording.

Not ignore scroll click every 3 or 4 clicks.
