STEPS TO REPRODUCE
Click the Restore windows widget while on Desktop, or after Minimizing All,
then starting and closing an app.
OBSERVED RESULT
Nothing happens, almost as if it sends you to Desktop while on the Desktop.
EXPECTED RESULT
While on Desktop, it should Restore windows.
