As seen from a KWin script: the quick tile layout is one per output and shared by all virtual desktops (a quick-tiled window's tile.parent is the same QuickRootTile on every desktop), while custom tile layouts became per desktop with bug 466031 in 6.4. So resizing a side-by-side pair of quick-tiled windows on one desktop also resizes the quick-tiled windows on all other desktops.
