I first reported this to openSUSE as Bug 1280983. The openSUSE maintainer found
that the affected German translations are marked as “Fuzzy” upstream and
referred the issue to the German KDE translators.

After updating Tumbleweed, the Plasma task manager context menu for Konsole
shows the actions “Open New Window” and “Open New Tab” in English, although the
system and Plasma language are German.
The problem persists after system update (zypper dup), rebuilding the KDE
service cache with kbuildsycoca6 --noincremental, logging out/in and rebooting.
The cause can be seen directly in:
/usr/share/applications/org.kde.konsole.desktop
The relevant sections contain translations for many languages, but no German
Name[de] entries:

For comparison, the main application entry contains:

Expected German translations for the actions would be e.g.:
Name[de]=Neues Fenster öffnen
and
Name[de]=Neues Unterfenster öffnen
The issue therefore appears to be missing German localization entries in the
desktop file shipped by the Konsole package, rather than a local
locale/configuration problem.
