Pacing seems perfect and resolves my specific test case, but there may be a logic issue that needs addressing when a client negotiates variable rate (0/1)? Sunshine's latest master branch will try fixed rate by default - which works fine - but I patched it on my local build to try variable rate, just to see how this commit impacted pacing. When doing this, Sunshine connects to a black screen and then fails to initialize on restart, because kwin itself seems to be crashing. I tested the commit against master (570cb4ca5285b427a790ab28c00021e5a4235e0d). I'll try testing this commit against tag v6.7.90 and also Plasma/6.8 to see if variable rate also crashes, then report back.
