DESCRIPTION
The "Blur" effect is in a mixed enabled/disabled default state in the Desktop
Effects KCM:
STEPS TO REPRODUCE
1. Open the Desktop Effects KCM.
2. Press the Default button.
3. Press the Apply button.
OBSERVED RESULT
1) The checkbox to the left of the Blur effect is unchecked.
2) The configure button to the right is enabled.
3) The effect is actually enabled. (Can verify from the kwin debug console, or
observing Plasma panel background.)
EXPECTED RESULT
Consistent state.
