DESCRIPTION
Plasma Window/Application Rules Do Not Apply on Startup
STEPS TO REPRODUCE
1. Create application rule forcing an application to a certain screen
2. Have the application autostart on login
3. Restart computer
OBSERVED RESULT
Application opens on wrong screen
EXPECTED RESULT
Application should open on screen specified in the application/window rules
SOFTWARE/OS VERSIONS
Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window):
KDE Plasma Version: 6.7.90
KDE Frameworks Version: 6.31.0
Qt Version: 6.11.2

Unsure of when this bug appeared but it used to work as expected
