Laptop running Plasma built from git-master Wobbly Windows with default settings Built-in display: 60Hz External display: 85Hz Also tested with only the external display active at 50 or 85Hz. Observations: - The effect is consistent on both displays, even with different refresh rates - It was also consistent on the external display at 85Hz or 50Hz Laptop running Plasma 6.7.5 Wobbly Windows with default settings Built-in display: 60Hz External display: 144Hz Observations were the same as with Plasma built from git-master This might need a monitor with a higher refresh rate to reproduce, as you suspect.
