DESCRIPTION
When trying to open any PDF files signed by the government, they cannot be
opened. I get an error: Could not open pdf.
STEPS TO REPRODUCE
1. Open signed PDF
2. See error
SOFTWARE/OS VERSIONS
Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window): Windows 11

Please let me know what information would you need to reproduce or how to help
because I don't have a PDF that I can publicly share because of confidential
