I can confirm that *if I leave the scroll speed at the default/middle
position*, scrolling works correctly in xwayland (games), virt-manager, and
everywhere else. It seems to scroll e.g. 6 lines -> 6 lines -> 6 lines, etc.

However, if I set the scroll speed down a few clicks, KDE/kwin periodically
swallows scroll events. Most notably, the workspace switcher will swallow every
other scroll event.

The state it is in now is definitely an improvement! The default scroll speed
is definitely more/faster than some would prefer, and turning the scroll speed
down results in swallowed scroll events. Should a new bug report be filed for
this issue? With all the ones that have been marked as duplicates of this one
(including one that I opened), I am hesitant to open a new bug report.

As for my particular case, I can definitely manage with how it is now. So,
thanks for the continued efforts on this issue!
