promise not to abuse your email address. ;-) 
I have no intention to reopen this issue.  I just wanted to mention the
following: I tried to configure the new account to look like my previous
display and found multiple issues: 1. I use dual monitors.  Until a recent
monitor failure, they were identical resolution.  Both monitors had icons of
executables on the display.  2. Since the monitor failure, I have replaced the
failed monitor with a significantly larger and higher resolution monitor.  3.
The new account will not place icons for executables on both monitors.  It only
places these icons on the higher resolution monitor, even if I set the
smaller/older monitor as primary.  This is true with both Desktop and Folder
display modes, but I didn't try to place a folder widget on the display that
wasn't allowing icons when running Folder mode.  I consider this non-allowance
of icons on both displays in Desktop mode when there is a dissimilar resolution
to be a bug, but I'm not going to push it.
I'm going to slowly move multiple configuration files while avoiding pushing
the configuration files that cause the buggy behavior that prompted the
original bug/complaint.  I appreciate all of your help.

Thanks for the historical details, they confirm that old settings that conflict
with or are no longer compatible with current KDE software are at play. At this
point, it would be much easier to back up your documents, rename your current
user, and then create a new user with your preferred login. You can then
restore your documents and get going.

Unfortunately, Plasma and KDE apps store many config files in different
locations. It's nearly impossible to find out which settings are the
problematic ones without diff'ing the files between your new test user and your
regular user.

Using a fresh account will resolve the issue.
