not separate, this bug report + discussion is about unasked buttons that use
vertical space:

not hiding buttons was intentional change
(https://invent.kde.org/utilities/kate/-/merge_requests/1980, "don't hide
buttons" is in the name)

but it was bad intentional change because now there is no way to hide
everything between toolbar and big text editor thing

I made merge request
(https://invent.kde.org/utilities/kate/-/merge_requests/2022) to add "Show
Buttons Around Tabs" checkbox and it makes to hide everything between toolbar
and big text editor thing

I also sometimes confuse Go To (Previous|Next) Location buttons with tabs
scrolling (see attachment).
