SUMMARY
Since updating to 1.35.1 (and then to 1.35.3) of the KDE Connect Android app,
notifications from my phone no longer appear on my PC (running KDE Plasma 6.5
and then 6.6).
STEPS TO REPRODUCE
1. Have KDE Connect 1.35.x on an Android device, and pair it with KDE Connect
running on a Linux PC
2. Ensure the "Sync notifications" plugin is enabled on the Android side, and
that the app has permission to access notifications
3. Do something that generates a notification that should be synced
OBSERVED RESULT
No notification appears on the PC, and the Android app logs (see below) suggest
there was no attempt to send it
EXPECTED RESULT
Notification should appear on the PC
SOFTWARE/OS VERSIONS
Android: Fairphone 3+ running LineageOS 20 (i.e. based on Android 13), KDE
Connect 1.35.3 (F-Droid version)
Linux/KDE Plasma: Fedora 43 KDE Edition
KDE Plasma Version: 6.6.0
KDE Frameworks Version: 6.23.0
Qt Version: 6.10.1
Devices connected over wifi (Bluetooth connectivity disabled in KDE Connect).
ADDITIONAL INFORMATION
The devices correctly connect to each other, and plugins other than Sync
Notifications work fine. I can send files, use remote input and so on. It’s
only the notification sync that seems to fail.
This doesn't seem to be the same as 515781, because reinstalling the Android
app doesn’t fix it for me.
The Android app has permissions to access notifications, and the logs (as
exported from the Settings menu of the Android app) confirm that:

There is nothing else in the logs related to notifications - i.e. nothing
indicates that the Android app has even attempted to communicate to the PC when
a relevant notification is active.
