This has been implemented, as of 6.6.1, possible earlier. In the Trash folder, I can see files from my home directory, a different partition mounted on /data and from a mounted samba location. Debian advises users to not submit bugs upstream (https://www.debian.org/Bugs/Reporting), and Plasma 6.3.x is no longer eligible for support or maintenance from KDE. Could you report the bug to Debian using the report bug utility (https://packages.debian.org/stable/utils/reportbug)? They can backport the feature.
