Overlapped, gapped and normal positions

I accidently am able to position monitors incorrectly. You are able to overlap
displays on each other and also you can place them with a gap, so you could
loose your mouse cursor. 
See attached screenshot for understanding what I mean.
It often happens after changing screen resolution.

Expected behavior: you are only able to place one monitor around other. Or at
least, after enabling "expert mode" checkbox for doing this.

I think it is easy to fix, because there is already a function that sticks
monitor to the border of other while dragging it. We just need to disable
ability of "free flying" of monitor.
If "free fly" is necessary for example for dragging fifth monitor to a center
of four monitors placed like a "+" symbol, then at least we should fix
overlapping when user drops monitor in wrong place.
In windows os and in cinnamon it behaves as I describe.
