A screenshot showing the missing window around the app, after moving the app
from Fullscreen (or snapped/tiled somewhere) to windowed. This shows the
context menu will still appear.

SUMMARY

When moving apps, especially from full screen to windowed, the surrounding
window disappears from apps. 

STEPS TO REPRODUCE
1. Open an app.
2. Maximise or full screen it.
3. Use a keyboard shortcut or click and drag to return the app to a window.

OBSERVED RESULT
Title bar, scroll bars, borders, etc, all disappear sometimes.

EXPECTED RESULT
Window should remain around the app.

ADDITIONAL INFORMATION
The context menu (ALT+F3) in the upper left will still appear, but oddly the
"No Titlebar and Frame" option is greyed out. Choosing to Fullscreen the app
will do so, and the window around the app reappears, but is positioned
incorrectly, with around 100px of empty space at the top. Moving the app from
Fullscreen back to windowed after this fixes the window.
