@madcatx, I'd migrated from ubuntu+neon repos with amd that was working fine
(taskbar staying in one place through monitor detachments) to a clean install
of neon with nvidia, and found all the same old bugs present with a detaching
of a display.  I then installed arch as I rather dislike ubuntu these days,
found 5.8.4 plasma to be the same sorts of ways broken here as well.

Is it possible they are systemic between oss drivers and binary drivers?  My
amd was highly broken with 3x hdtv displays in plasma 5.5 with ubuntu 16.04,
but 5.7.2 at the time fixed things almost perfectly (kwin still goes nuts
eventually).  Switching to nvidia with plasma 5.8, things seemed to highly
regress.

Both under neon native install and arch, I've tried to clear the kscreen
configs, tried letting nvidia-settings OR kde display setting set things
mutually exclusively, and still I get my taskbar moving, wallpaper resets,
display-alignment issues (after replug they will not line up straight,
requiring repositioning), disabling of the display, and eventually causing the
display to go 640x480 only until reboot (lovely on a 4k display...).
