If you can test, is this still happening with current git master of all Plasma
stuff (in particular spectacle, kpipewire, and kwin)? We've done some relevant
work here, and x264 performance with fractional scaling is quite good for me
now.
Let's use this bug report only about x624; VP9 issues were tracked and fixed
separately.
