According to a Telegram developer (see

for details) the issue is indeed on the KDE end. (Note: it's entirely unrelated
to the recent changes in plasma to prefer symbolic tray icons, the problem can
be reproduced even in plasma 5)
Apparently the source of the issue on our end is
https://invent.kde.org/frameworks/kiconthemes/-/commit/13181b03eac3c85f0649d5399d8c3037c388928c,
so indeed probably the bug component should be changed to kiconthemes in
frameworks. I just did that, let's hope it stays open and is investigated a bit
longer over there.
