It's obviously not a bug, it's a feature request. And while personally I don't support it (I wanted the opposite) and while I don't agree with the tonality, I also think it's not good for us as KDE to close wishlist items like that. Especially with both a reason invalid and an argumentation which is based on "use a colourful icon set", which is not what this feature request is about, but rather to turn off a specific code path that forces icons to be monochrome.
