If the comment is missing, there won't be anything below the application name in Kickoff. If the description is missing, when hovering over an icon in the panel, there won't be anything below the application/widget name. And also if the comment/description is identical to the application name, like in the case of System Monitor, the comment/description won't be displayed in Kickoff/the panel.
