I am experiencing what I believe is the same thing.  Also fedora kde 64 bit.  I
have breeze (or breeze snow, doesn't matter really) as the default cursor
theme.  Whenever I open a gtk application, it reverts to adwaita when hovering
over the application.  

I have noticed that going into system settings, pretending to change the cursor
theme to something else, and then putting it back on breeze and apply will fix
this...BUT

1. only for the presently opened gtk applications.  If I firefox open when I do
the switch, it will work for firefox.  But if I open libreoffice afterwards, it
will use adwaita.

2. a subsequent login will reset the whole affair, with all gtk applications
using adwaita.

I am frankly not sure if this is an issue with kde or fedora.  But it seems to
be the same problem as slartibart.
