The problem has gone after a cleaning of windows registry with CCleaner
software.
I can't say what hapened exactly.
I had tried the set JAVA_BIN=java option before but with no success.

unlikely. more likely java update did something wrong. what happens when you
uncomment the debug option in the batch file?
rem -- uncomment to use 'java' for console output, if unset defaults to
'javaw' for background jre --
set JAVA_BIN=java
that will activate the pause at the end of the bat, so we can what happens.
