Currently yes, but theoretically I think that this tool could support other 
databases as well.  The SIS Oracle and PostGIS plugin (if it still works) adds 
an Oracle driver to the general OpenJUMP Data Store system.

 I somehow feel that if the SIS plugin is installed then Run database query 
could work also with Oracle.
But yes, at the moment the tool we have could be called as "Run PostGIS Query". 
 Or then we could use a short name "DB Query+" for Larry's plugin.
