I'm not a expert as Jukka in this area, but it seems that with its last 
addition
(loading of spatialite spatial function), dbquery now includes dbquery 
capabilities
and extend it (with other db access).
Moreover, it has an active maintener (Larry Reeder), which is a big +.
-> I would vote for working on DB Query PlugIn rather than dbquery

About 1.6 releasing, I would vote for DB Query PlugIn addition without 
dll in 1.6
(as asked by Jukka), and to take more time for integration of spatial 
function (which is
probably more complex). If a clean integration of DB Query PlugIn + dll 
is possible
soon, we'll make it available as an external plugin, or in the next PLUS 
release.
