Correct.  This is a very common issue on managed systems, and unfortunately
I'm not aware of any easy solutions other than (hopefully) "ask the admin".
You *might* be able to make this work without root using 0install (
http://0install.net/) or yumdownloader with a chroot environment; or you
could compile from source (beware there a many dependencies) If you have
responsive sysadmins that will certainly be the easier way.
